Help???

I am running ME, but when I start my computer, I get an
error message that says, "Your current security settings
prohibit Active X from running, window may not display
properly" blah blah. The computer can still see the hard
drive (when I start it in safe mode), but I can't open any
programs, and when I try to bring up the start menu, the
button 'sinks' but it stays down and the menu doesn't pop
up. Any help?
