Have power lite on but cannot access drive c using Win me
start us disk. I changed out the hard drive but neither
one will start. I have tried to format it again but it
tells me "unabel to access drive 1". It was suggested I
run autodetect in BIOS. Where do I go to do the
autodetect?

WinME doesn't access a hard drive, your bios does. How you get into the bios
depends on the motherboard and more specifically on its ROM. You should see
a prompt during initial POST. It will say something like "press DEL to enter
setup".

If your POST occurs too fast for you to read, freeze POST with the
keyboard's "pause" key. ESC to resume. Better yet, download your
motherboard's documentation from manufacturer's website.

If bios can't detect the drive, verify IDE cable and HD jumper settings
(master, single, Slave?).

From here looks like you need to take a close look at the drive's
master/slave jumper.

But if you want to get into the system BIOS just keep tapping <Delete>
(for most generic computers) during the boot process. Unless your drive
or motherboard hails from the Stone Age, Autodetect is the best bet and
is the default.

If nothing seems to work, when you post back, include details as to your
IDE setup, what devices are on what cables, and their slave/master
settings which you've verified by looking at it :)

and it just occurred to me my most common reason for a power light on
constantly when I fiddle with the drive :

The IDE cable is on upside down
