Explorer and Explorer related programs

Every time i try to open explorer i get a hourglass mouse
cursor then, nothing happens. also whith anything that
trys to open explorer... control panel, printers, dialup
etc.
I can go into safe mode, and it works just fine, i can
open anything. I think it has to do with somthing that
runs in the start up, but i've cleared, mostly everything
out, but what i need. (3 items) but still doesnt work.
I have scanned for virus, nothing.
I have scanned for spyware, nothing.

Please help.

Disable the following programs one at a time: firewall, ad-blocker, popup
blocker, anti-virus

None are running. I dont run background programs. they
slow down the computer too much.

Found the problem.
Roings spyware. Stopped explorer... No spyware program
worked. Used Spybot S&D, saw the activeX entries. Deleted
Files Manually
