OK - that makes life difficult
look here for advice from MS
"How to Remove Internet Explorer 6.0 or Outlook Express 6.0 Before You
Reinstall Windows (Q312474)"
http://support.microsoft.com/default.aspx?scid=kb;en-us;Q312474
If that doesn't work, then all I can think of is to reinstall ME, then
remove IE, and reinstall it
First - go here, and follow the instructions on how to download IE6 for
installation offline (if you don't already have a CD copy of the files)
http://www.broomeman.com/support/wsiedown.html
Then (preferably) copy the files to a CD so that you've got them available
if you need them again later.
Then - go here and download the IERadicator
http://www.litepc.com/ieradicator.html
Do the reinstall of ME (as per
http://www.btinternet.com/~winnoel/reinME.htm), then
Run IEradicator to remove all traces of IE from your machine, then follow
Donny's
instructions on how to install IE6 from the downloaded files.
HTH - and Good Luck
