When I try to defragment my C drive it only completes 51%
and then starts over. This has been going on for the past
couple of days. I have shut down my screen saver and
disabled my antivirus program already. What can I do?

Run scandisk and defarg in Safe Mode, hit F5 or F8 on reboot,
choose Safe Mode and perform your Disk Maintenance from there.

Get the free ScanDefrag. It is the most advanced disk maintenance
program there is. It runs Disk Cleanup, ScanDisk, and Disk
Defragmenter. It's easy to setup and use, and it can deal with
problems like "drive's contents have changed: restarting...".
Get it and read about all the options it has that you can use.

It is not unusual to see Defrag restart a number of times.=20
It is , however, unusual to see ScanDisk restart.
This is why I suggest starting it at bedtime and letting it run =
overnight.
