I have often wondered but never understood :-

why do I get cookies stored in both of these locations ?

c:/windows/cookies
and
c:/windows/temporary internet files/ie5.content/lots of different folders

The quick answer is that you don't. Your cookies are located in
c:\windows\cookies but due to a bit of Windows Explorer "magic" also
appear in the Temporary Internet Files (TIF). Likewise the same magic is
what causes it to appear that the various sub-folders in TIF contain
multiple copies of the various files. What happens is that due to the
"magic" when using Windows Explorer any TIF folder will show the contents
of all the TIF sub-folders as well as the windows\cookies folder.

If you are into using DOS you can demonstrate this for yourself and you
will find that no cookies are stored in the TIF and that it only contains
one copy of each file. Note though that there are some files in the TIF,
especially those used by Outlook Express, that do not display in Windows
Explorer and in this case the same file name can occur in different
sub-folders although the files won't be the same.
