I have a friend whos computer is running on Millennium Edition. Something
has happened to his computer so that nothing in the control panel works. He
gets a message that tells him either the pathway cannot be found or he does
not have access. Even with the computer's administrator logged on it did
this. Any ideas how to fix this.

Liz,

Such behaviour is often associated with a PC hosting unwanted malware.
Carry out formal scans using both your preferred AV application (with
current updated signatures) and also anti scumware tools such as SpyBot
Search & Destroy, AdAware, CWShredder, BHODemon, etc. and then if all else
fails scan your system using HiJackThis.
