I have a computer with 2 hard drive that will not boot.
It's like stuck in a loop, and will keep restarting
continuosly. It will not start in safe mode. So I
decided to re-partition and reformat the c: drive,
thinking this would solve the problem. WRONG! Still
having the same problem on a clean hard drive. Anybody
have any suggestions? HELP PLEASE!

Well now we know it isn't the operating system that's causing that
(pretty drastic though). Can you start using a floppy disk to boot with?

It sounds like an hardware error, possibly the power supply.
