Is it possible to add a comment line or an addition to an existing line in
the Me registry for the purpose of documentation? Suppose I wish to change
some numeric value from, say, 1024 to 2048 and would like to know at a later
date why I did it.

You could add a new string value in the key concerned and then writing the
comment as its data. Choose a value name that makes it clear to you that
you've added the value such as KRBland_Note.
