You can't do a clean install AND keep programs and data!! They are by
definition mutually exclusive.
If you want to keep data, back it up externally
If you want to keep programs, then you need to fix ME, or reinstall
over-the-top (which may end up with worse problems than you started with -

There's no reason that ME should 'unravel itself over time' as you put it -
except user error.
