So it doesn't work if you bring up the same boot menu and select Normal
instead of Step-by-Step? Is that right?
And if you go step-by-step, everything processes fine without an error or
halting?
If that's true, then one has to ask what the difference is between a Normal
start and a Step-by-Step start. The main difference is that there is a time
lag between steps. In that case, test whether picking the option to create a
boot log works. (It may not work the first time, but will then work the
second time and thereafter.)
This gives some of the same "lag" effect of the step-by-step, though far
briefer. It lags more the second and subsequent times you do it.
If this works, then a known solution is to force the computer always to
automatically create a boot log. I have instructions for that here:

But if that doesn't work, we have to look elsewhere. I know of an article on
Win98 behaving this way, but none for Win ME behaving this way. I give the
Win98 article in case it's useful to you. It should apply just as much. (And
if you've followed the steps above, you'll already be familiar with the
turf.)
