Vista home basic only has enough IIS features to support WCF and does not
have any of the web-server features (like
static-files/directory-listing/asp/asp.net/ssinc etc) - so you cannot use
IIS as a web-server.

Can you go to the browser and enter http://localhost/ and the IIS7 start
page shows indicating that IIS is running on the machine and everything is
ok from that aspect?

You do have two IIS configurations screens. Are you going into the right one
for configuration of an ASP.Net solution? Although you don't have to do this
but are you running with Run As Administrator when you go to the
Administration screen?

Is this a pre-installed version of Vista on the machine? The reason I ask
this is that things may not have installed properly.

Have you tried to uninstall IIS and install it again?
