my husband's computer won't boot at all. The green light comes on but the
hard drive just beeps. It looks at the cd drive but that is it. Is there
anything I can do to fix this. I don't have any recovery disks.

The 'beeps' usually come from the BIOS and tell you that something is wrong.
However, you don't give a lot of information. How many beeps are there to
begin with. Are they short beeps, or one or two short and one or two longer
beeps.

How old is the PC?

You say the CD is accessed but nothing else; has the PC got a hard drive
light on the front (some modern ones don't) Does the light flicker,
indicating that the hard drive is being accessed.

From the little information you have given it sounds like a hardware problem
but the 'beeps' should be able to pinpoint more closely. If the beeps sound
like a fire engine (rapid alternating high and low pitch) the power supply
unit could be nearing the end of its life.

It would be a good idea to if you also knew what BIOS the PC supported
Phoenix or AMI (this usually shows up when you first boot the machine)

If the motherboard is beeping while trying to boot, you undoubtedly have
some hardware problem. If you want to open the case, rather than try to use
any warrantee you may have, you can check that all the interior cables are
plugged in. Some physical problem is keeping the system from finding all the
needed hardware.

Depending on the number of beeps; but 1st thing(with not enough info given)
to look at, is failed RAM
