In Vista Ultimate you can download extra language packs. Unfortunately if
you have Vista Home then you are out of luck.

If the computer has Vista Ultimate or Enterprise edition installed,
then you can easily change the Display language. This tutorial will show
you how to.

The article is incorrect, it does not apply to all versions. That option -
Display Language - will only be available in Ultimate.
