Since Vista SP1 can not be integrated into the regular dvd, I wanted to know
will they be offering a public download of the integrated install image. I
know the currently have this for the technet, msdn and connect subscribers
but what about the rest of us who dont have the cash to get one of these
accounts?

A "public" download? Of course not.

They have done it in the past and probably will do it in the future.

Sorry, I misread the post. MS will integrate SP1 with Vista and provide the
buying public with a DVD.

No, There will not be free access to an integrated download, based on some
previous purchase. You own an 'image' of the OS. You are free to update that
image, it's just not as easy as it once was, when it was not an image, but a
stream of installable files.

A backup of your current system would be far superior to any concept of
'inconvenience' of having two DVD's, (one system and one sp1),

It can be integrated into a pre-SP1 image, but not as easily as before.
Believe me, I've tried!

I, for one, hope that they provide some kind of .ISO download of sorts
so we can use our existing licenses for re-installation. I'd even be
willing to pay a small shipping&handling fee for a physical DVD that I
can use.

That is much more likely than a "public download".
