Confused by limited accounts.
I set one up, but it has access to the documents of administrator accounts,
read, write. I didn't try execute yet but I suspect it would work.

What is the point of password protecting the Administrator account if the
limited user can access all the files on the computer?

where am I going wrong?

Doesn't sound right. When trying accessing documents of administrator
account a message should pop-up indicating: "C:\Documents and Settings\xxx
xxxxx is not accessible. Access is denied."
