You won't be able to run System Restore from the Recovery Console. Take a look
at the first sentence in the Introduction section of this article.

I'm guessing you've already tried selecting Last Known Good Configuration from
the Windows Advanced Options menu. If that didn't work and you can't start your
computer in Safe mode, your only recourse may be to run a repair installation.
