For reference, here's a list of things which are known to cause this
behavior:
â?¢ Various & sundry anti-virus applications (including Norton);
â?¢ Various & sundry anti-spyware applications;
â?¢ Various & sundry third-party firewalls;
â?¢ Any/all of the above running when SP3 was installed;
â?¢ IBM Rapid Access keyboard (driver) RAKDLL.DLL;
â?¢ Nero plug-in(s);
â?¢ Windows Desktop Search is installed;
â?¢ Windows Live Mail is or had been installed;
â?¢ Disk defragmentation;
â?¢ Using Visual Basic DoCmd.SendObject command to insert emails into
Outlook Express;
â?¢ Using any number third-party applications (e.g., accounting software) to
send emails by via Outlook Express;
â?¢ MailWasher; and/or
â?¢ Programatically opening EML files while OE is closed
