I unchecked a box in the msconfig on my home computer and now windows will
not boot to my desktop, nor will it let me into safe mode.

the box I unchecked has nothing under the "Start Up Items" or "Command"
headings and under the "Description" heading it says
HKLM\SOFTWARE\MICROSOFT\WINDOWS\CURRENTVERSION\RUN

Someone told me that this must have corrupted something in the registry. Is
there a way to get into the registry from the Recovery Console to fix this?

With Nothing in the Run Key, it should still have a successful startup. Try
a repair setup.
