Trying to bring up properties by right clicking on programs stored under "All
Programs" under the "Start" menu. Nothing happens.

New computer and mouse. Right click works perfectly everywhere else.
Dell Optiplex 740

Try changing to the classic view, applying it and then changing back to see
if toggling the start menu type will clear the problem.

You might want to check on the following.

Go to Control Panel and double click on the Taskbar and Start Menu icon.
In Taskbar and Start Menu Properties, click on the Start Menu tab.
On the Start Menu page, click on the Customize button.
In Customize Start Menu, look in the Start menu items box and make sure that
Enable dragging and dropping is checked.
Click OK twice.
