Bluetooth Devices not Found

I have done all the updates and stuff...I just got Helium Digital headphones,
but i can't use them because no bluetooth devices is found in control panel.
Even when I use Help and Support Center and click on the Bluetooth Devices
link it does not work. Nor does Start > Run > bthprops.cpl. I heard some
people talking about an update if there is one for bluetooth how do i get
it?? please someone help ; ;

Click start, and type devmgmt.msc and hit enter. Open the Properties of the
Bluetooth device, and 'uninstall' it, then 'scan for hardware changes'

Do you have to use/plugin a Bluetooth Dongle ?
