For Windows XP Professional
===================

1. Click Start - Run - type GPEDIT.MSC and press Enter
2. Expand To:
User Configuration
Administrative Templates
Control Panel
3. On the right-side pane, double-click the entry "NoControlPanel"
4. If the value is already set to "Not Configured" then change it to disable
and apply the changes.
5. Now, if you can see the Control Panel in Start Menu.

For both Windows XP Professional and Home Edition
=================================
Modifying the windows registry can cause serious problem to your Windows
health so please do it carefully.

1. Click Start - Run - type REGEDIT and press enter.
2. Expand To:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer

3. On the right-side pane, there should be an entry "NoControlPanel". Select
and delete the entry or double-click and change the value to 0.
4. May require you to restart your PC.

Hope this help, let us know!

I think you didn't read the instructions well.

As you said, you are unable to open GPEDIT.MSC even after the correct
spellings that means you are running Windows XP Home Edition and GPEDIT is
not available in Windows XP Home Edition. That is why I had given you the
alternate way of REGEDIT. As you said you can see the Control Panel entry in
REGEDIT but the entry name should be "NoControlPanel". I already told you
that modifying registry with incorrect manners can caused other problems. So
do it carefully.
1. Open REGEDIT and Expand Exact To the following location:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer

2. On the right-side pane, there should be an entry called "NoControlPanel".
3. Right-click on the entry and delete it.
4. Close the registry editor and restart your PC.

Hope this help, let us know!
