after sp3 clicking the X does not close the cmd box

I installed sp3 by IE Tools/Windows Updates, and it went smoothly. After
rebooting I bring up a DOS box (start/run/cmd). The commands in the DOS box
work (including exit!). But when I click the X on the upper right of the box,
it does not close, the way it did before sp3. On all other windows, the X
closes the window. I also can't grab
the scroll bar on the side of the DOS box, tho I can on all other windows.

and see if there is any help.
