Why do you ask? Do you really only want to delete all of your contacts?
Actually, it's called the Windows Address Book and there's an Address Book
for each Windows User Account. If you delete it but don't also delete the
OE identity/identities with which its associated, it will be recreated
automatically. If you delete it and you also delete the OE
identity/identities with which its associated, a default (and empty) Address
Book will be recreated in the User Account when you reboot.
