Thank you for posting here.
From your post, I understand that OWA cannot be accessed. Error 503 is
encountered.
Firstly I would like to confirm which KB article did you read? Please let
me know the KB number.
I suggest you try following steps to see if it helps:
Please re-run the CEICW (configure e-mail and internet connection wizard ->
Connect to the internet) to re-configure the SBS internet connection by go
through all steps by NO choose the option "do not change??". Please ensure
publish the Outlook Web Access to internet. Open Server Management console
and navigate to 'To Do List'. Click 'Connect to the Internet' and you will
see the wizard. I suggest that you refer to the following KB article to
configure the network connection:

Then please help to double check the authentication methods are set
correctly for the following IIS folders:
1. Bring up IIS Manager, by running inetmgr, right click ''Default
Web Site'' to choose Properties, switch to the ''Directory Security'' tab,
and then click ''Edit'' in ''Authentication and access control''.
2. Only ''Enable anonymous access'' and ''Integrated Windows
authentication'' should be checked. Other options (include Basic) should
NOT be checked.
3. Bring up the properties for the sub-folder ''Exadmin'', Only
''Integrated Windows authentication'' should be checked.
4. Bring up the properties for the sub-folder ''Exchange'', Only
''Basic Authentication'' should be checked.
Click Edit under "Secure communications".
Make sure that "Require secure channel (SSL)" and "Require 128-bit
encryption" have been checked.
5. Bring up the properties for the sub-folder ''ExchWeb'', Only
''Enable anonymous access'' should be checked.
If you change any setting above, please run command "iisreset" (no
quotation marks) to refresh the IIS server.
If the problem still occurs, please help me gather following information:
1. Does OWA work normally before?
2. Does the issue happen on all users or the specific user account? Please
try to test and let me know the result.
3. Does the issue happen on both internal clients and external clients?
4. Please make screenshots of all the error messages and send them to my
working address at v-mzhuan@microsoft.com
5. Please try to access the
http://ServerName/exchange from the SBS server
itself, what is the result?
6. Please help me gather IIS log and Metabase to me for further analysis,
send to me: v-mzhuan@microsoft.com with the subject in the newsgroup:
1). Install MBExplorer by installing IIS 6 Resource Kit Tools:

2). Once it is installed, access it from Start, Programs, IIS Resources,
Metabase Explorer.
3). In the left pane, right click ''LM'' (under your server computer name)
to choose ''Export to file'', and then save it as IIS.mbk.
4). Compress this mbk file and send it to me for analysis. Please let me
know the password if you set on this iis mbk file.
Please collect the IIS log on SBS Server so that I can perform further
research:
1). On the Serves, open IIS MMC, right click Default Web Site and then
click Properties.
2). Click Website tab and then check Enable logging.
3). Stop the Default Website and RENAME the existing IIS log files under
C:\WINDOWS\system32\LogFiles\W3SVC1.
4). Restart the Default Website and reproduce the problem, which will
generate new IIS log file with the exact error.
5). Wait for a while so that IIS Log can be synced. And then go to the
following folder on Exchange Server: C:\WINDOWS\system32\LogFiles\W3SVC1.
6). Send me the log files to my working email address
v-mzhuan@microsoft.com. And please let me know the alias of the user who
encountered the issue.
7. Please help me collect the Exchange MPS report on the SBS 2003 server.
To do so:
A. Please download the MPSRPT_Exchange.EXE from the following link and then
run this tool to gather some information from the problematic computer:

B. Double-click on the MPSRPT_Exchange.EXE file.
[Note] This process may take some time; however, it will not have a
negative effect on the performance.
C. A CAB file will be generated in the
%systemroot%\MPSReports\Setup\Reports\Cab directory called
%COMPUTERNAME%_MPSReports.CAB. The CAB file will contain the reports
generated by the MPS Reporting Tool.
Please compress all files and mail them to my working mailbox:
