I believe it is time to call in an I.T. specialist. Based on your
responses, I don't think you have the networking experience to fully resolve
this issue on your own, and other problems will occur.
Microsoft has a small business specialist program whose members are
experienced in doing this kind of setup. You can find one in your area from
the Microsoft website here:
http://www.microsoft.com/smallbusiness/support/technical-overview.aspx#selfsupport
This is for the U.S., but you can change locations from this page to search
elsewhere based on your location.
