I need to disable shdow copy in the ntbackup program. The button is greyed
out. Is there a way to make the button active?

You may want to explain why because you will NOT get a complete backup if
VSS is disabled.

I am using a backup/disaster recovery device that images the server and
updates every 15 minutes. This needs explicit use of VSS for backup. We want
to have a USB backup also.

If you do this the Exchange Server will not be properly backed up and your
Exchange Logs will grow until they fill your Disk. There are work arounds.

The device I am using runs a VSS backup daily and clears all the logs. What
are your work arounds

The workarounds were for the Logs. I do not know how to disable VSS in
Backup without disabling it Totally.

If your "device" is Exchange Aware and really "deleting' the transaction
logs then you should follow the documentation and requirments of this
device.

It sounds like you have conflicting requirments as NTbackup is going to use
VSS, so perhaps making sure they don't collide on your imaging schedule
might do.
