Please clarify what may be my problem. What limits (if anything) the number
of remote VPN conenctions to an SBS 2003 server? The router is VPN pass
through and it seems that only one or two people can connect remotely with
VPN. There are 15 CALS on the server and there were only about ten people
logged into the domain locally. Is there a way to increase the number of
allowed remote VPN connections? Is this on the Server or do I need to get a
different router?

The limitation is built into the router. Some of the inexpensive ones only
allow for 1 or 2 inbound VPN connections while they allow an unlimited
number of outbound VPNs. Sometimes this info is hard to come by for the
cheaper routers because all they state in their specs is that they support
"VPN Passthrough". Something like the Linksys RV082 allows 50 inbound VPNs.

Merv is Correct
When using the VPN of a Router the limit is set by that Unit
Most newer Linksys allows 50.

I usually only use Hardware VPN for Site to Site Connections
(I like people to use RWW because less bandwidth waist)

IMO get the SBS Box to handle VPN
it's easier administration on the remote user/Client
(Easier to explain to them, and they get an Icon on the desktop to click if
they want to connect.)

If you want to use the PPTP VPN of SBS is 5 Connectons By Default.

How to set it up on the SBS Box?

First run the Remote Access Wizard
Run Server Managment

Run Manage Internet and Email
Run Configure Remote Access
Create a FQDN for the certificate.

Next.

Run the CIECW to allow VPN Connections
If you don't have a UPnP router enabled
you will have to forward Port 1723 to your SBS box.

Next

Change the user to a REMOTE user
Have them Connect at home via RWW

(*Uncheck the box this is a Public Computer)

Then Download the Connection Manager (On the right)
https://ExternalIP/Remote/sbspackage.exe

They will get a nice little Icon they can click on.

If you have enough bandwidth and need more than 5 connections you can
increase this.

To increase this you will need to go to Routing and Remote Access.
Start > Administrative Tools > Routing and Remote Access..
Expand: Servername (Local)
Click on PORTS
Right Click Properties
Click Once on WAN Mini Port PPTP (Used by RAS)
*You will see on the far right it will be set as 5 (If the Default hasn't
been changed)
Then Click Configure Button on the bottom

You can Raise the Number of VPN Connections that way.

Since you are going through your Router

You basically are just connecting to your Local network.
I just posted Instructions on how to use SBS as your VPN Connection

The default Limit on SBS is 5
But I posted instructions on how to change that.

The RRAS setup limits the number of dial-in VPNs that will be accepted by
the server. I believe the default is 10.

1. Click Start, point to Administrative Tools, and then click Routing and
Remote Access.
2. Double-click the server object, right-click Ports, and then click
Properties.
3. In the Ports Properties dialog box, click WAN Miniport (PPTP), and then
click Configure.
4. In the Maximum ports box, type the number of VPN connections that you
want to permit.
5. Click OK, click OK again, and then close Routing and Remote Access.

Both of you are geniuses - really! Thank you very much. Since I verified
that the VPN ports was 5 and that only one was logged in, I guess I need to
concentrate on new router hardware.

Purchase a "Firewall" that supports PPTP - many of the real firewall
appliances will say "PPTP ENDPOINT" and then you can do a double
authentication method where you have one user/pwd for the PPTP into the
firewall (terminates at the firewall) and then the domain user/pwd for
the network resources.
