My client has a SBS 2003 server. Everything seems to be working correctly
except the static IP. I have the IP set to 192.168.123.166. The IP address
does not change, but when i look at the IP settings, they are set for
dynamic. I connect a second NIC with the same results. The server is fully
patched and has the latest drives.

The DHCP server could be assigning reserved DHCP addresses to the network
cards. Is that what you are asking?

No I have the NIC configured with a static IP. I enter the information and
press OK. When i come back to the NIC looks like it is setup for a dynamic
IP. If I try an ipconfig all of the static info is there. I have no DHCP
reservations setup.

DHCP enabled
autoconfiguration enabled

Actually, I was looking for the entire text of the ipconfig /all for the
SBS server. From a command prompt, type

ipconfig /all >c:\ipconfig.txt [then press ENTER] and post the text
contained in the resulting ipconfig.txt file.

You might want to try installing the SBS 2003 BPA and running a scan:
