I'm hoping somebody has seen this error before and knows how to get by it.

I have a brand new, fresh install of SBS (brought current settings over via
a swing migration, had no issues that I can identify with that). I have
rebuilt the server completely a few times, so I can pretty much rule out a
bad install.

At the end of the SBS Setup, I get the error: "An error occurred while
creating user accounts. Open Active Directory Users and Computers, manually
create a test user to verify that Active Directory is running. Rerun setup."
I'm then prompted to restart the server, but it doesn't think it has finished
the setup successfully and still keeps the "Continue Setup" icon on the
desktop.

Everything is functional from what I can see: Exchange, OWA, Companyweb, etc.

I have included logs from that setup below. Please let me know if you'd
like any additional information.

1. Delete Administrator Template, Mobile User Template, Power User Template,

Template, Backup User, STS Worker from MyBusiness -> Users -> SBSUsers OU.

2. Run SBS integrated setup. Under Component Selection, set Server Tools to
Maintenance, and Administration to Reinstall.

I ran through the KB842207 steps and rebooted completely. I then deleted
the accounts as directed and still got the error. Any thoughts?

Cris,

Good point. I should have phrased that better.

The server has a fresh install of SBS 2003 on it. I went through the
process for a swing migration, which I've done many times (for other clients)
without issue.

I have activated the install also.

I am still getting the same message.

Something to try...

Delete the templates again, then register wizchain.dll. Then run Setup
again and reinstall the Administration Tools.

Register wizchain.dll before running setup again
regsvr32 "C:\Program Files\Windows for Small Business
Server\Administration\wizchain.dll"

Run SBS integrated setup. Under Component Selection, set Server Tools to
Maintenance, and Administration to Reinstall (you may need to remove it
first, reboot and then reinstall it)..

It took a few hours with Microsoft tech support remotely connected, but the
problem was finally identified.

An OU called "Domain Users" existed at the root of the domain. When the SBS
setup wizard ran through, it was somehow looking at this OU instead of the
Domain Users group. Microsoft tech moved the OU away from the root and reran
the wizard and it finished fine.
