A public folder can receive mail sent directly to it, but it isn't a
mailbox. You can mail-enable a public folder in Exchange System Manager
(right-click on it...) and assign an SMTP address.
Depending on your needs, you may prefer to create separate mailboxes, not
public folders, for this purpose. You can create dummy users, and then
assign permissions to their mailboxes, to the users/groups you wish.
