Please allow me to confirm that my understandings are correct. As I
understand it, the issue is:
One of your SBS server has not installed Exchange server 2003 Service Pack
2. You would like to know if SP2 for exchange is supposed to come as an
automatic update or only to be installed manually.
If I have misunderstood your concerns please feel free to let me know.
Generally, Exchange server 2003 Service Pack 2 is a critical update and
should be delivered from Microsoft Update website to your server
automatically. You may also manually download and install it from Microsoft
download center. We don't need to reboot after upgrade, system will
automatically restart related services. However, during the upgrade, mail
flow on your Exchange server may suspend.

You cannot install Exchange 2003 Service Pack 2 on a Windows Small Business
Server 2003-based computer that has the Exchange Server Intelligent Message
Filter v2 installed
