I have an account with SBS2003 Premium, ISA installed, but no SQL Server.
After their SP1 update, the company web page no longer appears. When you
open a web browser, you get an error "Cannot connect to the configuration
database" and reference to KB 823287.

I followed method 1 from that article. The service MSSQL$SHAREPOINT was not
running so I started it. Problem still exists.

I followed method 2 and verified that IIS is not running in isolation mode.

I tried to follow method 3, and this is where the wheels fell off. Step 1 of
the second half of Method 3 say to run the Enterprise Manger for SQL Server.
This server doesn't have SQL Server installed, how do I do this?

Any suggestions on how to get their companyweb page back?

There is more to it when applying SP1 to SBS 2003 server especially if you
have the premium version. You must apply all other SP's that are applicable
and they must be installed in a priority order. Need more details like what
else did you apply and when you say you installed SP1 did you know that you
must install Windows 2003 Server SP1 as well as SBS 2003 Server SP1?

SQL 2000 Server (SP$) as well as SharePoint should all be included in the
SBS 2003 Server Premium SP1 Cd upgrade kit. You probably have to install SQL
2000 as well as SharePoint from the original SBS 2003 Premium CD3.
