What aspects of network performance are you interested in? For response
times, you might try a ping flood from another system. To measure
throughput, I once ported ttcp to windows CE. There are no doubt many
other ways ...

for a Routing or Bridging Scenario.
we are using Chariot or SmartBits to testing the Network Throughput.
Chariot is a S/W Based testing program and
the SmartBits is a H/W based device can generate Ethernet Packet to testing
the Network Performance.

We have used netperf from www.netperf.org which is free and source for
Windows and Windows CE are available.
