I have setup and built a run-time image for the CEPC using Platform
Builder. All works fine, and I am able to bring up WinCE 5.0 on the
machine.

However, I would like to distribute this same image to another person
on my team to test some applications. Is this possible for him to do
without using Platform Builder? Can someone give me instructions on
how to distribute or "package" a run-time image for CEPC, so that it
can be installed on another machine?

That depends on what's in the image, of course. If it runs active KITL on
startup, then yes, he has to have PB. If you don't have KITL in it and it
just boots and runs the OS, then no, he doesn't need anything else.

That's really up to you. Obviously you can provide the NK.Bin to your
colleagues. However, they need a method to load that onto the same PC
hardware configuration it was created for. That's the territory of the boot
loader so you'd need to provide that as well as instructions on how to put
the boot loader you are using onto a new "blank" machine. Basically the same
steps you use yourself to run the image without Platform builder are what
you need to document for your colleagues. All of which depends on exactly
what method you are using for the boot loader.
