As I known, any config.bib settings like following would produce nb0 file.
ROMOFFSET=FFFFF000
ROMSTART = 00000000
ROMWIDTH = 32
ROMSIZE = 00001000
but there was no produced nb0 but bin file only exist.
Is there any other more setting?

Did you copy the config.bib to your _FLATRELEASEDIR?

Your ROMSIZE is very small, but that won't keep it from creating many nk.nb*
files.
