Is there anyway to get IE to successfully create a WHS object (Wscript)
on these devices (CE 4.2)?

No, there is no WSH object implementation for CE.

I know you're targeting IE, but as ASP's owner I was asked this enough that
I wrote up about WSH & CE (or lack thereof) at
http://blogs.msdn.com/cenet/archive/2005/08/15/451947.aspx along with some
ideas for workarounds. IE on CE can do activeX objects, but you have to
install them at system init time (you can't download & install on the fly
like the desktop).
