The simple answer is, "You need Platform Builder". While it's possible to
develop drivers with eVC, it's not what you want to do, in this case.
If you have no experience with drivers or with the hardware you are writing
a driver for, figure three to five months. If you know the hardware well
and have written NDIS drivers before, you might be able to swing it in a
month or six weeks.
Why wouldn't you just use a card that already has a Windows CE driver? What
card are we talking about?
