Video decompressor

Hi there,
I need to develop a decompressor to read video in Windows Media Player in a
PocketPC. That seems quite simple but I´ve been looking for docs for days now
and I´m getting really tired not finiding what I´m looking for.

Here is what I've already got :
Windows 2000 professional sp5,
eVC++ 4 sp4,
PocketPC 2003 SDK
Windows Mobile 2003 Second Edition Emulator Images for Pocket PC

Here are my questions :

1. Does VCM exist on WinCE ?
If yes, can I install a decompressor (dll or lib ?) ?
If yes, can I install it without Platform builder ?
If yes, how ?

2. Can I develop a WinCE VCM decompressor with eVC and not Platform Builder ?
If yes, What SDK do I need and where can I find it ?

3. Can I develop a DirectShow filter to decompress this video with eVC and
not Platform builder ?
If yes, Where can I found the DirectX SDK for eVC ?

4. Do you think I should know somehting else to avoid other surprises ?
