I am trying to connect a target device to platform builder via ethernet. I
have the BSP from the manufacturer. When I attempt to configure a remote
connection, select 'Ehternet' as the Download Servicem, and select
'Configure'... the resulting dialog box is always empty. I have a set top
box connected to the same subnet.

Are you sure that you have a KITL enabled image (DEBUG build or RETAIL
with kernel debugger build) loaded into the system?

Platform Builder seems to watch for EBOOT messages to build the list
of ethernet devices. The EBOOT messages are usually only sent out by
the bootloader. If you can get the bootloader to request a ethernet
image download while the PB configure dialog is up then you may be
able to see the name.

If you can find out the KITL name that the device uses you could enter
it manually. Perhaps there is a serial port that ether debug messages
are being sent to.

Which also means that if it you have an Ethernet bootloader, you will need
to reset the device for PB to see the BOOTME packets.
