How are you resetting the device? Is Activesync being signalled in any way
that the connection has been broken?
Here's a theory (guess): If the device boots up quickly I would imagine
Activesync can get confused. It is trying to communicate with the device
and timing out while the device reboots - but before it times out the device
is trying to connect to the PC even though it never signalled a disconnect.
