I've seen the term PQOAL mentioned in quite a few posts
about PB5 now. Neither the help files nor google could
tell me much about what it means.

Could anyone please fill in what PQOAL is about? Thanks.

Production Quality OAL. One of the stated goals for PB5 is ease of use in
porting new hardware, meaning more/better code in the box. The PQOAL is
part of that effort, and is a bunch of source code/libraries that is
supposed to relieve the developer from writing that portion of the code.
How well it works is open for debate. You can choose to use it, use part of
it, or write your own as has been done in the past. If migrating a BSP from
an earlier version of PB, you might want to consider ignoring it...

Very helpful answers, as always :)

(as a side note, it frightens me that someone need to
explicitly state "Production Quality" on something
they're shipping)

The reason for the Production Quality label is to differentiate from the
code that is only "Sample Code" in the current and previous versions. Sample
code is meant to illustrate the usage of some APIs or features but not
intended to be shipped as there is an amount of robustness and error
handling etc.. left off to keep the sample simple and focused.
