You need to verify that the package exists and that you can open it. I guess
you could contact the application vendor to verify that it is a valid
windows installer package too.
Reboot a few times
check your directory permissions, paths and horoscope
Reboot again just to be sure
Also - try asking the question in a XPe newsgroup, or maybe an windows
installer newsgroup :)
