Calling CeFsIoControl with IOCTL FSSCTL_FLUSH_BUFFERS always returns FALSE
even when it works. In \private\winceos\coreos\storage\fsdserv\fsdapis.cpp
FSDMGR_FsIoControl(), the return is initialized FALSE and never changed for
the FSSCTL_FLUSH_BUFFERS case.
