RAS Difference between CE 5.0 and XP

Hello,
I am trying to solve a problem that I am having using RAS for CE 5.0.

I am using a dial up satellite modem and it is VERY slow. I can connect to
a remote network (dial up) using XP. At this point I can do anything (albeit
taking a horrible amount of time).
On my CE device, I can get the RAS dial up to connect. Then Nothing! I am
attempting to do an "InternetConnect" call in order to FTP some information.
This call always returns a 12002 (timeout). I have set up all the available
timeouts (using InternetSetOption) to 5 minutes.
I don't think the problem is in my InternetConnect function itself as I can
connect using a GSM modem without any problems. The difference between the
two is primarily speed.
What might the settings be in XP that makes it work? Might there be a
comparable setting in CE?

Please let me know if you have any insight on this extremely frustrating
problem.
