I just installed ms office 2003 sp3 to try to correct error msg 0x800cccf7
synchonizing heads reporting error. Thw server respoded this is not
permitted for this kind of client.

Please advise.

For which kind of mail account?
See if setting your SMTP server settings to use authentication solves your
issue.
Also if you have a virus scanner that integrates with Outlook, disable this
integration and try again.

That changes everything. Use the Outlook Connector to connect to Hotmail
accounts.

Then you need to recreate your mail profile.
