Anyone know how to install / deploy Outlook 2007 by itself? ...meaning,
without running the office 2007 setup as you used to be able to do by running
SetupOLK.exe for 2003. If so, what files are needed from the Office2007 CD
to do this, and what EXE needs to be run?

AFAIK, you can't just pick files off the CD to install it. You can run the
CIW to create a custom install that has just outlook.
