Currently, MS Outlook will open the last e-mail message that was looked at
when you click on the folder.

So if I clicked a folder under Inbox, and then scroll down to the bottom,
then go to another folder, when I go back to the first folder, it will still
have the last item I looked at, as opposed to the new e-mail within the
folder (at the top).

Any idea how to change this, or if it is even possible...

That, to me, is how it should work, if I'm understanding what you're saying;
Outlook should remember the item in the folder that last had focus and
return to that item when you return to the folder.

I don't think that is how it should work. I never need to see the lack e-mail
that I was reviewing in the folder. I always want to see the latest one.

Outlook Express, Thunderbird, and every other e-mail program I have used,
displays the newest e-mail when you click in the folder.

How do I make this the default with MS Outlook? Currently it goes to the
e-mail I last had open.

I do not believe there is any setting to do that.
