outlook 2003 links in email don't work

When I click on a link(URL) in an email, the SAVE AS dialog box opens up
instead of the link opening up in a navigator, or ie window and going to that
site.

There must be a place where one can fix this erroneous configuration but i
can't find it.

It's in WIndows' FIle Options. You need to repair the "URL:HyperText
Transfer Protocol" file type.
