Is it possible to import or otherwise link Word custom styles, macros, and
customized toolbars in Outlook? I appreciated this integration capability in
Office 2000, and hope that I can still do this with Office 2007. Thanks for
any guidence on how to do this.

No - Outlook 2007 does not use the full Word 2007 functions - it uses a stub
of Word.

No, in part because outlook uses a different template. Macros are disabled
for security - you need to go though outlook's VBA.
